I don't have an idea about the GSIS, sorry. But I do know SSS is a required document. And yes, hotel booking is a requirement too. They may ask for bookings for the entirety of your stay for this also serves as your trip itinerary. Try to look for hotels who don't ask for down payment. We found one in Beijing.

hello there!! we're booked to fly for shanghai this December and we want to go and pay Beijing a visit as well. Is it wise to apply for a Chinese visa months prior or days prior to the trip? Also, I'm a government employee, can my GSIS ID and contributions take the place of the SSS requirement? Lastly, is it really needed to book for a hotel already upon application? (we're scared that we might get rejected, sayang naman ang money.. hehehe!) If yes, do we need to have hotel bookings for both Shanghai and Beijing? or Shanghai hotel booking will suffice? Thanks so much!!! =)

Your bf should apply himself. The fee is paid at the embassy after you have submitted the docs and they don't give back the fee if it ain't approved. The officer makes sure you got the sufficient docs anyway so if they ask you to come back for your passport, it's highly likely that it will be approved.
